Answer:

To be legal in California, you would need to install a bullet button product when you are installing the Lower Parts Kit (LRPK) into your Freedom15 lower receiver. 

To recap: The bullet button is a product that allows the user to drop the magazine out of the lower receiver with a tool rather than with finger manipulation. 

California also has magazine capacity and other restrictions. You need to abide by all federal and state laws while assembling your lower receivers.
